Solvoz Foundation enters a renewed operational phase, Solvoz expands its technology ambitions, and Mawared MENA moves forward under the Foundation as shared regional humanitarian procurement infrastructure.
One origin, independent paths: the next chapter for Solvoz Foundation
Solvoz began with a problem, not with a technology. Years of experience in humanitarian operations, procurement and supply chains showed the same challenges appearing repeatedly: procurement knowledge scattered across organisations, separate supplier lists and market assessments, limited visibility of local and regional capacity, and capable suppliers struggling to access formal procurement opportunities.
The original ambition behind Solvoz was to help change this, to make procurement knowledge more accessible, connect demand and supply more effectively, and enable organisations to use procurement as a stronger lever for transparency, localisation, resilience and impact. Technology became an important part of that solution.
Over time, however, two distinct opportunities emerged. The original public-benefit mission needed a stronger and independently governed home from which it could be pursued actively with NGOs, donors, suppliers and sector partners. At the same time, the technology developed from those humanitarian challenges had grown into professional infrastructure with relevance well beyond the humanitarian sector. During 2026, we have therefore put in place a clearer structure for the next stage of both.
Solvoz Foundation: advancing the original public-benefit mission
Solvoz Foundation is entering a renewed operational phase as an independent, mission-led non-profit organisation. Established in 2019, the Foundation was created around the principle that better access to procurement knowledge can improve the effectiveness, sustainability and responsible use of funds in humanitarian aid and development cooperation.
Its mission remains the same. What is changing is the scale and way in which that mission is now put into practice. Under its 2026–2030 operating model, Solvoz Foundation will work across open procurement knowledge, professional procurement access for non-profit organisations, fairer supplier and SME participation, local and regional market development, capacity strengthening and shared programmes.
The ambition is broader than making procurement processes more efficient. Procurement determines where substantial parts of humanitarian and development funding flow, which companies gain access to opportunities, whether local markets are strengthened, and how resilient supply chains become. Solvoz Foundation aims to help procurement create greater public value from the resources organisations already spend.
A shared history, separate organisations
Solvoz Foundation and Solvoz BV share an organisational history, but operate as separate legal entities with separate purposes, governance and decision-making.
Solvoz BV develops commercial procurement technology. Solvoz Foundation independently determines which programmes, partners, tools and external services best support its statutory public-benefit purpose.
Where the Foundation contracts Solvoz BV, such arrangements are treated as related-party transactions and are subject to the same governance safeguards that apply throughout the Foundation..
Mawared MENA: making localisation operational
Mawared MENA is one of the first major programmes operating under the renewed Solvoz Foundation model. Mawared MENA provides shared procurement and sourcing infrastructure for humanitarian, development, health and resilience actors across the Middle East and North Africa. It connects humanitarian and development demand with local, regional and international supply, helping organisations identify suppliers, understand markets, conduct structured procurement procedures and retain the records required for transparency, compliance and accountability.
For local and regional suppliers, SMEs and manufacturers, the infrastructure provides a clearer route into humanitarian procurement. Supplier registration remains free of charge. The platform combines bilingual Arabic-English digital infrastructure with regional coordination, onboarding and practical support for organisations and suppliers.
Its next phase will focus on increasing organisational use, expanding regional supplier participation and building partnerships that can support localisation, procurement efficiency, preparedness and stronger regional markets. Mawared MENA currently uses technology provided by Solvoz BV under documented service arrangements. As with other related-party arrangements, this does not create a preferred or default provider position for future Foundation programmes.

Solvoz Foundation advances its statutory public-benefit mission through programmes, open knowledge, supplier inclusion, market development and collaboration.
Solvoz BV operates as a separate commercial technology company.
Collaboration between the organisations may take place where this supports a specific Foundation programme and is assessed and approved under the Foundation’s governance framework.
